Map resource to assist with Sierra Leone town tax reform

Requirement

Lovell Johns were approach by the Local Government Revenue Initiative (LoGRI), based at the Munk School of Global Affairs and Public Policy at the University of Toronto.  LoGRI is a leading global policy research network dedicated to improving the quality of tax policy and administration in lower-income countries.  LoGRI were seeking to develop a custom map for the provincial town of Kenema in Sierra Leone.

The map needed to help citizens understand and form a mental image of their city’s extent and content, helping in navigation and location finding. Also, to provide local authorities with a visual tool to understand the needs of the city in terms of strategic planning and urbanization.

Solution

LoGRI provided GIS data of building footprints, including details on building types and uses (dwelling, public offices, businesses, schools, hospitals, churches, marketplaces etc.), also data on roads, with information on condition, pavement quality, water access, and the electricity grid.

This data was cross referenced with roads and paths from OpenStreetMap. Additionally, green and wooded areas were captured from satellite imagery.  Symbols are used extensively and referenced in a key.

Result

The fee for the new map included rights to the map itself and to future printing.  The map was printed locally in time for a ceremonial handover with the Chief Administrator of Kenema City Council.
